The temporary agreement regarding

Navigation on the Pearl River is registered at

(68) on 53838/34/39 Part II, and provides that

the Japanese authorities will be entitled to

acceptance by the British authorities of requests

for 4 Japanese Government chartered vessels in

each direction in any period of 4 weeks, whilst the

British authorities will be entitled to acceptance

of requests for one British vessel in each direction

in any period of two weeks (a visit meaning one

round trip between Canton and Hong Kong).

It

is presumably intended to keep this ratio of

4 : 2 if the number of vessels on the run is

doubled.

Under present arrangements these

vessels are not allowed to carry merchandise.

Japanese vessels calling at Hong Kong may embark

or disembark passengers of all nationalities, and

are only permitted to take in or discharge the

personal effects of passengers landing or boarding

at Hong Kong. British vessels calling at Canton

are similarly restricted to carrying passengers

and their personal effects, but they may also

carry goods necessary for the foreign community

of Canton by previous arrangement with the

Japanese Consul General in Canton (who at the time
